According to The Athletic, Arsenal has reached an agreement to sign 16-year-old England youth international forward Vincent Joseph. The youngster will leave Liverpool and join Arsenal.

Currently, Arsenal and Joseph have reached an agreement, and the two clubs are negotiating the compensation fee for the 16-year-old forward. If the two parties cannot agree on the amount, the final compensation will be decided by the Professional Football Compensation Committee (PFCC).
According to relevant regulations, if a player under the age of 24 transfers to another club before signing their first professional contract, or joins another team after their professional contract expires, and the original club and the new club cannot agree on the compensation amount, the specific amount may need to be determined through arbitration.
When determining the compensation amount, the PFCC will take into account multiple factors, including the player's age, playing history, time spent in training at the original club, the level and status of the two clubs, and the contract conditions offered by both parties to the player.
Joseph is currently an England U16 international, having played 9 times for the team and scored 8 goals, and has also played in the U18 Premier League for Liverpool. This summer, his schoolboy player registration contract expired, and he subsequently did not sign a youth scholarship contract with Liverpool.
The signing of Joseph is also part of Arsenal's strategy in recent years to continuously recruit high-potential young players. The club hopes to sign young players with the potential to break into the first team, and these players may also generate revenue for the club through transfers in the future.
In addition to Joseph, Arsenal has also reached an agreement to sign 16-year-old Milo Bernard. Bernard comes from Crystal Palace, and his schoolboy player registration contract has also expired, so he can join Arsenal by paying a youth training compensation fee.
Arsenal is also preparing to complete the signing of 16-year-old Axel Doncjev from Cardiff City. Doncjev became the youngest first-team player in Cardiff City's history when he played for the first team in the English Football League Trophy at 15 years and 234 days old.
