Javier Iván Palacio, a Colombian, created the report, breaking it down into parts: a kiss to Jennifer Hermoso, touching genitals, holding Athenea's legs, and a kiss to Olga Carmona.

For each part, FIFA collected statements, videos, and post-event comments. Rubiales explained the genital touch as a compliment, but FIFA called it outdated and misogynistic.

Regarding the kiss, FIFA said it was unacceptable. As president, Rubiales should act responsibly, but FIFA found his behavior contrary to their code. The reasons for the sanction include an inappropriate video from Dubai and Rubiales' conduct in a subsequent meeting.
