According to Luke Edwards, Newcastle United correspondent for The Daily Telegraph, in an article published on June 27, Arsenal has not yet made a verbal offer for Guimaraes.

Edwards reported that Newcastle was taken aback by reports claiming they had rejected a £60 million bid from Arsenal, dismissing these reports as baseless.
However, it appears that details of an informal discussion about Guimaraes' future were leaked to the media, apparently by someone keen to publicize the matter.
According to sources, Newcastle has not received any formal verbal offer from Arsenal, whether directly or through intermediaries. They have only been informed that Arsenal is interested in the player and may make an approach if Newcastle indicates a willingness to sell.
Newcastle is determined not to sell their star player and will reject all offers. However, this is unlikely to be the end of the saga, but rather the beginning of a carefully orchestrated negotiation process involving all parties.
Newcastle emphasized that if Arsenal genuinely wanted to sign their captain, they would have approached Sporting Director Ross Wilson or CEO David Hopkinson directly. That said, agents operate through various channels, and while Guimaraes has not publicly expressed a desire to leave, history suggests nothing can be ruled out.
While Tottenham Hotspur has moved first in pursuit of Tonali, The Daily Telegraph's sports section has revealed that Manchester City has also been in regular contact with Newcastle United.
Manchester City has been tracking Tonali for over a year and has requested regular updates on his situation. Tonali is aware of Manchester City's interest and, while open to Tottenham's proposal, understands that a formal offer from Manchester City would present a significant decision.
Manchester City is expected to accelerate their interest in Tonali after completing England international Anderson's transfer this week—a development Newcastle has anticipated. Newcastle has already identified potential replacements.
Surprisingly to Newcastle, Tottenham made the first move, with an offer of approximately £75 million rejected last week. The clubs have remained in contact since, but Tottenham has not yet tabled a new bid.
Tonali would be willing to move to London and enjoys working under De Zerbi, but if the clubs can agree on a fee, he could certainly move to Manchester City. From a purely footballing perspective, Manchester City—who will compete in the Champions League and fight for the Premier League title next season—are clearly the more attractive option.
Newcastle is seeking approximately £100 million for Tonali and has made clear to his representatives that they will not negotiate below this valuation.
