According to Mundo Deportivo, all indications are that Ter Stegen will not travel with Barcelona to the training camp in England next week, before the final details of salary-related taxes are settled.

The report states that, contrary to some rumors, negotiations for Ter Stegen's one-season loan to Ajax have not broken down, and the process is still ongoing, albeit slowly. The German goalkeeper is waiting for the final detailed clauses in Barcelona's counter-proposal, which was given to him in the middle of this week, to be finalized.
The Dutch side agreed to sign Ter Stegen weeks ago and is currently waiting for the final tax-related matters to be completed.
Ter Stegen has fully recovered, but unless there is a sudden change, all indications are that he will not take the flight to East Midlands Airport, which is only 32 kilometers from St. George's Park. Barcelona will hold a week-long training camp at the English FA's base.
Flick will not use Ter Stegen, and for the German goalkeeper, joining Ajax is an excellent opportunity to return to the top level in the twilight of his career. Ter Stegen's contract with Barcelona expires in 2028, and the Blaugrana club will still cover most of his salary, close to 90%.
This is a substantial salary, as Ter Stegen had deferred part of his salary in previous seasons to help the team register players. Due to the financial problems caused by the COVID-19 pandemic, Barcelona cannot meet La Liga's 1:1 salary rule requirements in the transfer market.
