The Royal Dutch Football Association (KNVB) has announced that it no longer has confidence in Gianni Infantino's leadership and believes FIFA needs new management.

The KNVB no longer has confidence in FIFA President Gianni Infantino's leadership. We believe FIFA needs new management from 2027 onwards. However, replacing the president alone is insufficient; FIFA's governance structure must also change.

The KNVB supported Infantino in the most recent presidential election, but this support was never unconditional. We have called for progress in three areas: good governance, human rights, and sustainability, as well as strengthened international cooperation.

We have always maintained dialogue, even while opposing certain decisions. As one of FIFA's founding member associations, the KNVB feels a special responsibility for international football. We want to drive the sport forward from within, but we have lost confidence in the current leadership.

We see excessive concentration of power in the hands of the FIFA President and a lack of necessary separation of powers between the President and FIFA's administrative apparatus. The process surrounding the proposed "FIFA Forward Enterprise" proposal, which was subsequently withdrawn, was a turning point for us. While the withdrawal was necessary, trust has been lost and cannot easily be restored.

The KNVB has written to UEFA President Aleksander Čeferin to clarify this perspective and vision for FIFA's future.

Not just a new president, but an entirely new FIFA. For us, this discussion should not be limited to Infantino as an individual. The fundamental question is: what kind of FIFA does football actually need?

Our objective is clear: a strong and trustworthy FIFA that belongs to football, serves its members, and promotes football development worldwide.

This should not be a plan imposed by Europe on the rest of the world. We want to establish this new direction together with all 211 FIFA member associations and continental federations.

The KNVB believes there are three priorities.

Good Governance: Better Balance of Power

FIFA should not depend on one person. The President, FIFA Council, Congress, and General Secretary all have distinct roles and responsibilities: the President represents and unites all parties, the Council performs governance and oversight functions, Congress is responsible for decision-making, and the General Secretary leads administrative operations. This requires greater transparency, independent oversight, and space for critical voices. Specific recommendations include: establishing a stronger and more representative FIFA Council, creating a more independent FIFA administration, and establishing a FIFA Youth Council so younger generations have a lasting voice in football's future.

Place Football's Social Power at the Center of FIFA

Football is more than just a sport; it unites people, breaks down divisions, and creates opportunities for millions of children and young people. This power also carries responsibility. Therefore, human rights and sustainability should be integral to FIFA's decision-making processes, including the selection of World Cup host nations and commercial activities. FIFA should also do more to combat racism and discrimination, and invest in youth football, promoting the development of women's football and girls' football.

For example, we propose developing a "Global Football Code" based on shared values such as equality, fairness, integrity, respect, and sportsmanship. Commercial development is important, but money should serve football, not the other way around.

Increase Investment in Global Football

FIFA's mission is to develop football, so as much revenue as possible should be reinvested in the sport. The KNVB wants FIFA to set a clear target of reinvesting 90% of distributable revenue back into football, with transparent investment processes, clear rules, and allocation to youth football, women's football, coaches, referees, infrastructure, and national association development.

However, cooperation extends beyond funding; there is significant scope for associations to share knowledge and expertise. To achieve this goal, we propose establishing a global knowledge-sharing platform and providing more opportunities for innovation and potential amendments to the Laws of the Game.

Convene an International Football Summit on FIFA's Future

The KNVB wants to discuss these ideas with football associations and confederations worldwide, and therefore proposes organizing an "International Summit on FIFA's Future." The KNVB is willing to host the summit in Amsterdam, a city with special significance in FIFA's history.

The 2027 presidential election should not merely be about who leads FIFA. We must first define what kind of FIFA we want; only then can we identify leadership capable of driving that change.

As one of FIFA's founding member associations in 1904, the KNVB wants to take responsibility in this process, not from the sidelines, but as a constructive force in international football. Together with other associations, we will build a FIFA that restores the trust of the football world.
