The Norwegian Football Association (NFF) has submitted requests to FIFA's Ethics Committee and the Governance, Audit and Compliance Committee (GACC) to investigate three major incidents: the FIFA Peace Prize, the Balogun case during the 2026 FIFA World Cup, and the FIFA Forward Enterprise program.

Official Statement from the Norwegian Football Association
These requests followed a unanimous decision made by the NFF Board on August 7, 2024, and represent the continuation of NFF's long-standing efforts to promote good governance, transparency, and political neutrality in international football.
The NFF has asked FIFA's Ethics Committee to investigate whether FIFA President Gianni Infantino and other involved parties may have breached FIFA's Code of Ethics. Simultaneously, the NFF has requested the GACC assess whether FIFA's decision-making processes, control systems, and oversight functions are operating properly, or whether governance failures contributed to these incidents.
Lise Klaveness, President of the Norwegian Football Association, stated: "The purpose of these requests is straightforward: to establish the facts and ensure accountability within FIFA's own rules."
She added: "Football depends entirely on trust in its institutions. When serious issues arise, they must be investigated independently and transparently."
Three Incidents, One Fundamental Question
The first incident concerns the FIFA Peace Prize. The NFF seeks to understand how this award was established and granted, whether the FIFA Council should have been involved, and whether the process aligns with FIFA's commitment to political neutrality.
The second incident relates to the Balogun case and reports of political influence on disciplinary procedures during the World Cup. The NFF has asked FIFA to clarify what happened, who was involved, and whether the independence of the disciplinary process was guaranteed.
The third incident concerns the FIFA Forward Enterprise, a project involving a comprehensive restructuring of FIFA's commercial rights. The NFF questions how this project could advance so far without apparent FIFA Council involvement and seeks clarification regarding communications between FIFA leadership and potential investors.
Klaveness commented: "Each incident must be evaluated on its own merits. At the same time, these incidents point to a more fundamental question: whether position, power, or influence at FIFA was misused, and if so, whether the mechanisms designed to prevent this functioned properly."
The NFF emphasized that the goal is not to prejudge the outcome of any process, but to ensure that relevant questions are investigated in accordance with FIFA's own rules.
Klaveness stated: "We are not asking FIFA to reach specific conclusions. We are asking FIFA to establish the facts and assess whether the organization's governance, oversight, control, and decision-making mechanisms functioned properly on matters of significant importance to international football."
She added: "The outcome should depend on the findings of FIFA's independent bodies. Our responsibility is to ensure these questions are thoroughly examined. We believe FIFA is obligated to provide FIFA member associations with documents and correspondence related to these three incidents."
