The third incident concerns the FIFA Forward Programme, a project involving a comprehensive restructuring of FIFA's commercial rights. The NFF questions how this project advanced so far without clear FIFA Council involvement, and is demanding clarification regarding communications between FIFA leadership and prospective investors.
Klaveness stated, "Each incident must be assessed on its own facts. At the same time, these incidents point to a more fundamental question: has FIFA's position, power, or influence been used improperly, and if so, are the mechanisms that should prevent this functioning as intended?"
The NFF emphasised that its aim is not to prejudge the outcome of any investigation, but to ensure that relevant issues are examined in accordance with FIFA's own regulations.
Klaveness said, "We are not asking FIFA to reach any particular conclusion. We are asking FIFA to establish the facts and assess whether the organisation's governance, oversight, control mechanisms, and decision-making processes are functioning properly on matters of critical importance to international football."
She stated, "The outcome should depend on the findings of FIFA's independent bodies. Our responsibility is to ensure these matters are thoroughly addressed. We believe FIFA has a responsibility to provide relevant documents and communications related to these three incidents to FIFA member associations."
