According to Diario AS, Más Madrid and the Spanish Socialist Workers' Party (PSOE) will advocate for Rayo Vallecano to remain in Vallecas and ensure the stadium is exclusively used for sports activities.

Más Madrid and the PSOE will jointly present a proposal to the full Madrid City Council this Tuesday, seeking support from the Popular Party (PP) and Vox. The two parties are asking the Madrid city government to express support for Rayo Vallecano to continue playing at its "historic home" in Vallecas and to guarantee the stadium's use for sports, excluding other activities such as concerts. The proposal also suggests establishing a dialogue committee to discuss the stadium's future from an "overall perspective of the urban and regional project." Committee members would include representatives from the Community of Madrid government, the city government, Rayo Vallecano, fan associations, the ADRV platform, neighborhood resident associations, businesses, and parliamentary and municipal political groups.

The two parties hope that the Community of Madrid government, which owns the stadium, will designate sports use as the stadium's "sole restricted purpose" for any future renovations or modifications, rejecting other uses unrelated to this objective. The proposal states that ancillary uses should be limited to venue operations and services for athletes, clubs, federations, associations, spectators, and sports personnel.

The proposal argues that leisure activities, shows, music festivals, nightlife, or any activity whose primary purpose is not sports are incompatible with the stadium's use. The two parties also demand that the regional government allocate the necessary budget for the maintenance, improvement, and operation of the Vallecas stadium and ensure that Rayo Vallecano continues to conduct its sports activities there.

Más Madrid and the PSOE explicitly reject the entry of private investors or private partners in the ownership, management, and control of the stadium. In the explanatory statement of their proposal, the two parties assert that the Vallecas stadium is "much more than a football pitch"; it is the district's "sporting, social, and identity heritage."

The proposal also mentions that the stadium faced a crisis this summer after an audit revealed serious deficiencies in safety, electrical facilities, emergency lighting, and sanitation. As a result, Rayo Vallecano was forced to play its early-season home matches outside Vallecas.

On September 14, the interim measure preventing the team from using the stadium was finally lifted. Rayo Vallecano is expected to play its first home match of the season in October. However, as the Minister of Culture, Tourism and Sport, Mariano de Paco Serrano, has consistently emphasized, the process to terminate Rayo Vallecano's concession is still ongoing.

The minister told reporters last week that the regional government is still advancing with the Vallecas stadium renovation project and stressed that it is "impossible" for Rayo Vallecano to leave its stadium, "unless the club itself takes it away." He stated, "The Community will ensure that Rayo Vallecano can always play in its stadium, because that has been our goal from the beginning."
