According to the Daily Mail, Aston Villa manager Unai Emery stated that many clubs have inflated their budgets, and related issues are now coming to light.

Manchester City was found by an independent Premier League commission to have committed 115 financial rule breaches. The commission stated that Manchester City's ownership group injected £830.69 million through commercial partnerships to circumvent Financial Fair Play regulations. Manchester City has appealed this ruling.
Emery is the first Premier League manager to publicly comment on the matter. Speaking to Spanish media outlet Diario de Sevilla, he discussed the impact on England's top flight: "This has been known for a long time. We all have our limits and must sell players to comply with Financial Fair Play rules, and we also have to try to negotiate contracts for new players carefully.
"Financial Fair Play aims to achieve financial balance, matching expenditure with revenue, and preventing inflation. Yes, many other clubs have inflated their budgets, and now these issues are surfacing, which naturally affects the league.
"These matters need to be decided by the courts and the relevant authorities. I feel sorry for that team because they play very well. Under Pep Guardiola, they have sometimes been nearly invincible."
