According to Italian media Calcio e Finanza, the Russian U15 national team has been included in the U15 World Cup, marking Russia's first participation in a FIFA event since the country was banned by FIFA and UEFA following the outbreak of the Russia-Ukraine war in 2022.

The U15 World Cup will be held in Azerbaijan from October 22 to 31, with 191 teams participating. According to the draw results, Russia has been placed in the same group as Turkey, Afghanistan, Djibouti, Sierra Leone, and Sudan.

Following the outbreak of the Russia-Ukraine war in February 2022, Russia was suspended from participating in FIFA and UEFA events. At that time, several European football associations explicitly stated their refusal to play against Russian teams.

However, last December, Russia, along with all 211 FIFA member associations, received an invitation to participate in this newly established U15 event. The report regards this as the first loosening of restrictions on Russia in international football.

Although the Russian U15 team has been approved to participate in this competition, the Russian senior national team and clubs remain unable to compete in major international competitions. According to current arrangements, the Russian national team cannot participate in the European Championship, and Russian clubs have not regained eligibility for UEFA club competitions such as the Champions League. These restrictions apply to both men's and women's football.

UEFA President Aleksander Čeferin previously stated that as long as the Russia-Ukraine war continues, the Russian senior national team will not be able to return to UEFA events.

Ukraine's Minister of Youth and Sports, Matviy Bidnyi, has explicitly opposed lifting restrictions on Russian sports. In an interview with Calcio e Finanza, he argued that Russia has long used sporting achievements to showcase national strength, and therefore its status in the international sports system should not be restored while the war continues.

Bidnyi stated: "Russia has always used sporting success as proof of its strength. Reintegrating Russia into the international sports community would be tantamount to allowing them to say: 'Look, we are once again a respected member of the international sports family. We are strong, we can win sports events and Olympic Games.' This would boost their domestic population and reinforce the idea that Russia is a powerful and respected nation. I believe we should restrict all of this and not provide a platform for criminals."

Bidnyi also revealed that Ukraine has sent 30 formal appeals to various international sports federations, requesting that restrictions against Russia not be lifted while the war continues.

The report points out that Russia's participation in the U15 World Cup is expected to remain an isolated case and does not signal a full return of Russian football to international competitions.

Among the 55 UEFA member associations, only 37 participated in this U15 World Cup draw. Teams such as Ukraine, Germany, and the Netherlands did not participate, and the United States and North Korea were also absent.
